Uh, no. The 1979 Turbo 4 had 131 hp, 150 hp for 1980, 145 hp for 1983, 1984, and 205 for the SVO's 1984 to 1986. The Boss was rated et 370 hp but it was way over 400, in fact close to 500. Even though the Boss wasn't designed for drag racing, it could be coaxed into the low 13's easy. A Turbo 4 can't do that.

Stock the n/a 2.3s have between 88 and 109hp depending on the year and which state they were sold in. Stock turbo 2.3s ranged from 130 to 210 (1988 Tbird T/C).
A stock-for-stock race between either of the '69 Boss cars and the fastest 2.3 Turbo cars ('86 Mustang SVO and '88 Thunderbird Turbocoupe) would be close, the Boss 302's power was all top-end, and the Boss 429 was a seriously de-tuned version of the NASCAR & NHRA dominating race version. Both Bosses would be in the mid-to-high 13s with a good driver and the best possible options and conditions where as the SVO could see mid-to-high 14s and the Thunderbird Turbocoupe would see high 14s/low 15s... half a second to two seconds seems like a lot, but you've got to consider that the 2.3L engine is ONLY 140 cubic inches, less than half of the Boss 302, and less than a third of the Boss 429...
Then, of course there's the 1971 Boss 351... but you didn't ask about that...

But I don't even want to know how much power goes to the wheels cause it will make me hate it even more.
Which Boss? In 69 I think they had the 302, and 429 but I don't see a stock turbo 4 even coming close to either.

at 15-20% power loss, anywhere from 70-75 hp to the wheels
I've heard that the 2.3L w/turbo will out run a 69 BOSS Mustang down the quarter mile. Is that true?
I guess if we are talking stock cars or if the 2.3L was modified, i've seen some clips on-line of 2.3 turbo cars pulling mid to low 9's in the quarter... so yeah i spose it could but if they were both stock i don't think it could have a chance.

Actually the carbed 2.3 like in mine makes 88 the fuel injected ones make about 120 or so
i believe u may have it backwards, from what i know the older 2.3 engines...when carbed, and more HP than the FI model. I got the 87 at 88 hp. i know that the 90.....91? yea 1991 is where they find 109 or so hp.
but if im not mistaken the pinto had basically the same engine and a little more power....
