Long ago I recall a clever prying tool that someone was selling that allowed to remove followers and compress springs without pulling the cam. Is such a tool still sold?

Any other tools out there for servicing the 2.3L 8V valvetrain?

I specifically want to replace valve stem seals.

Check KD Tools or Lisle Tools. One or the other makes a valve spring tool for OHC applications.

There's a kit from Rotunda that has all of the 2.3 specific tools used by Ford service techs. Decent examples show up on ebay from time to time. Not all of them are complete, so be careful. The Rotunda kit does have the spring compressor your looking for as well as a couple of other handy tools.
