Ok now I know its not the ICM I just replaced that 1 year ago. As soon as I turn the key the tachometer jumps up to 5k, even when it is running it stays there but moves slightly up with increasing speed. At first it would only do it for a minute when driving and go back to normal RPM reading until the last 3 months it stayed there. Just yesterday it started to wanted to stall (had to keep pumping the gas) and while I was driving it same day the car idled really high then stopped and the tac was fine for a few minutes and back to the same problem. Any thoughts?

That makes sense because if I wiggle the key while its running the voltmeter on the instrument cluster kind of bounces. Ignition switch meaning the key, or is there another switch in the steering column?

The one in the column is the culprit 99% of the time (not the key). It's not expensive either.
