2.3 chip or tuner?

Ok, first question for you is what type of 2.3 are we talking? N/A or turbocharged?
If you are talking a N/A, then no, there isn't anything.

On the turbocharged end of the spectrum there is an alternative for tuning and that is megasquirt or Bamafuel. Google them both for more info.

Is there a chip/tuner like a hypertech econ or something similar for the 2.3? Does it support that kind of plug and play technology? Would swapping computers for like a la3/lb or whatever is int he svo get a 2.3 better gas mileage? Whats the best computer?
