A little electrical troubleshooting can narrow down the problem.
Sometimes, there's a problem with the ignition switch, where the turn signals stop working. That's even if the hazards work. They are on a different circuit. Ford had a recall out for the ignition switch internals breaking up, causing the problem. You should have nothing but the lowest climate control fan operation, if the ignition switch is bad (they share the same fuse in the fuse box).
If you know how to remove the switch from the steering column, without breaking it, you could check for continuity on the circuits for the turn signals. If there is not continuity, the switch is bad. It is known as a combination switch, as there are four different functions it performs (turn, pass, hi-beam, and intermittent wiper).
