Default Starting, flooding problems please help

I have an 85 SVO with a fresh rebuilt engine, in a car with unkown history. Anyway I cant get it to start with the fuel pump hooked up. It floods to the point where the plugs are soaked with fuel. If I unhook the inerta switch eventialy it will clear out and run for a couple of seconds until the fuel rail is emptied. I have tried a different VAM, installed and correctly adjusted a new TPS, installed a new 3 wire EGO, grounded the orange EGO wire to the block. I checked the codes engine off, of course, no relevant codes. Fuel pressure is set at 35lbs and will hold so I know injectors are not open or leaking. I've set timing with light by cranking the engine at 10 BTDC. Ive tried unplugging the coolant temp sensor, and the O2 sensor. The engine has brown top injectors, are they correct for year and model? The car has a PJ ECM which is correct for the year. Any help or ideas would be appreciated.

Is the diaphragm in the fuel pressure regulator intact?

See if there's fuel getting through to the vacuum side of the regulator.

the PJ EEC is correct. The brown tops are not, but shouldn't be the issue here.
Try holding the pedal to the floor when cranking it over (after an initial normal crank over of about 2-3 seconds). This disables the injectors and see if it will fire then.

A KOEO test sent no codes?
