I'm not sure how the 91's are set up, but the EEC gets its power from the EEC relay, which gets it's power from the ignition switch. I think your EEC relay and any fusible links would be in or right around the CCRM module (black box with a load of wires coming out of it. I forget the exact location, but I think it's on the passenger side near the shock tower around the MAF sensor.) CCRM modules are known to fail, computers are not. If you're not getting spark and the fuel pump is not running, then it sounds like the computer is not getting power at all, which would indicate a CCRM/EEC relay problem or a bad fuse or fusible link (I am not sure where they are on a 91 exactly, but be sure to check all the fuses on your fuse panel below the steering column (remove the little trim piece below and the the left of the column to reveal them) and check the fusible links (generally located right around the starter solenoid). If any fusible links are melted, cut it out and solder a new one in. They can be purchased at pretty much any auto parts store. Just be sure to get the proper gauge link again. If I remember correctly, the sections about running the codes are in the emissions sections of either manual. If you have difficulty finding the sections, just google EEC IV tests and I'm sure you'll find testing procedures.
