OK, here are my $.02:
-The block will work, but getting over 300 HP you will eventually see a rod leave the block. The stock rods will not cut it in the area(s) of power you are looking at. A strocker kit with H-beam rods are in order. Essy or Racer Walsh can help you there.
-Boport is a real class operation. He is actually selling a tall deck block right now that is used by all the big guns who throw out 700+ HP. Contact him for more info. A nice person to deal with. He does heads, intakes, cams, etc. For the amount invested, he will get you the HP you want without piecing things together from multiple sources........and then hoping they sing together.
-A stock SVO, TC, ect. turbo will just get you to 300 HP. You need to go bigger. Contact Evergreen turbo and talk to Charlie. A class guy. You will need to give hime the engine specs and some info on what you want the car to do before that conversation though.
-Forget the Volvo thing IMO. Too much work and money for my taste.
-If you go larger injectors, you will need a stand alone ECM of some sorts. The stock computer will only have "X" amount of injector pulse, and then try and compensate all day for running "fat" on the AF ratio.There is no tuning the older EEC unless you can get your hands on a hard to find EEC tuner. MegaSquirt is a good route, and they are getting cheaper every year. There are plenty of DIY articles and such on the net, you just have to look a bit.
-A stock 2 row radiator and fan are fine.
-Forged pistons are a must with a turbo application
-For a track car, the machining is going to be the key, along with quality components. For example, don't try and scrimp $20 bucks or so on a head gasket. You will just be re-learning the torque specs on it when you are replacing it.
-In addition, you have mentioned 0 about the suspension. That will the main ingredient in a track car. That is why the SVOs can play with the V8s.....
