Default 80 2.3l turbo no acceleration

my capri has extremely sluggish acceleration almost like the park brake is stuck on i was just hoping someone could give me some ideas on what the problem might be. i have rebuilt the engine and turbo. a mechanic told me the carb may need to be rebuilt, and i know that it has vacuum issues any help would be appreciated.

yeah the cats are still on it, i checked my exhaust and it was a little loose, tightend it up and it is accelerating better, so that was a major contributor, but it is still taking the turbo a little longer than usual to kick in.

are those like the 79s where the exhaust comes out of the exhaust manifold goes thru 1 cat then feeds turbo then thru another cat? i have not seen 1 in years but the 79s would blow out 1st cat and plug the turbo bad idea ford , but dont remember when or if they changed that on the carbed turbo 2.3 , big G

yeah the exhaust pipe comes out through the exhaust man, than to the turbo, i have heard that it could be the actuator, but I want to try some other things before i deal with that.
