Find the Engine Coolant Temp sensor, if it has two wire going into it, swap the wires and see what happens. If it has one or just a connector, try to find a part number and compare it to a new one. There is Positive Coefficient and Negitive Coefficient ECT's, someone may have installed the wrong one before and its tricking the gauge.

My educated guess would lead to a faulty temp switch, cheap and easy to replace.
