Default O2 issue. Not switching after about 2 minutes.

I have a new O2 sensor in my 84 GT turbo and with a DVOM I can read the sensors. I am getting it switching at first when running after warmed up....Then I get it around 650 and it sits there just moving slightly either way (about 550-700) slowly.

Maybe just some injectors that are dirty and now getting full fuel to the cylinder???

ANyone ever have this issue? God, I miss my OBD2 and EEC-IV after 91 style computers!!!! at least then I could read the sensors through the scanner!!! LOL
