Default Revs Up in park or neutral

you guys have been such a help.. im going to spread out some of my problems so that your answerss may help someone else...

anyways.. when i put my car in neutral or park it revs up to about 3 grand..it really varys rpm every time. i can usually bring the rpm down to around 1500 by tapping the gas, but usually i half to restart the car to get it to idol properly in park or neutral.. its really frustrating when trying to work on the car..

note.. it use to only do it once or twice, but now it does it everytime when i put it in park or neutral.. i dont think its the tps because its fine in drive.. idols correctly,etc.. any other ideas? a sensor maybe?
