Default Timing Belt Changed, Now Runs Rough

I just did a timing belt change (maintenance). Starts and idles fine, but dogs out and runs rough as I accelerate (no power, coughs).
The pulleys and distributor gear had moved when I was loosening the pulley bolt.
I was positive the timing mark on the cam was toward the first mark rather then the center one. I returned the crank to TDC and turned the dist. gear to get rotor to #1.
Should the cam mark be right on center?
It doesn't look like the marks will line up if I move one tooth, It looks like it will always be to one side or the other.
Any assistance is appreciated!

all marks should be dead on perfect. i would double or triple check everything.

Check your ignition timing its probably OFF.

Use the string method to time the cam. Then when you are shure the cam timing is correct button up the cover and time the engine . Something is off. Or remove the visual cam plug on the cover and check the cam timing. Its the big plug on thr top og the belt cover. When the damper is at o degreese the cam should be pointing to the center mark. Sometimes thay are a little off. But tey must be close as possible to the center. Then set timing with a lite with the pip removed.
