Look around at autoparts stores for the APC cold-air intake kit for 96-2000 non-DX/LX Honda Civics (if you're REALLY lucky, you'll find one of the parts stores that still has the older design kit (APC part #151002K) in the older packaging on sale as a "discontinued" item as they were discontinued late last year in favor of a new design and newer packaging, I got mine for $10 at the parts store I worked at (no employee discount on disccontinueds) at the time.) It practically bolts on for the non mass-air 2.3, but with mass-air, you'll have to do what Hondahunter said and cut the pipe, and intall the MAF with two extra couplers (Autozone has an amazing array of couplers, elbows, pipe, filters, etc. if you want to just make your own CAI or need other parts.) I used that CAI on my '88 LX 2.3 till I sold it, it dropped right in, but to make the install a little cleaner I did make a bracket to use the stock bolts and rubber insulators to hold the filter up instead of having it just lay in the empty space left behind when I yanked the airbox. You'd be suprised just how much a 2.3 will wake up with a CAI, not to mention how much meaner it will sound.
