1) Kickdown cable damaged, over adjusted, or the internal kickdown linkage needs adjusting.
2) Improper clutch or band application, or oil pressure control system.
3) Dirty or sticking governor.
4) Dirty or sticking valve body.
Did you throughly clean the governor? When I rebuilt mine, I had to go back in and really clean the governor good. When I cleaned everything up the first time, I did not dissassemble the governor. After I cleaned it up good the second time,
tranny works fine.
Of course first thing would be to check filter. While in the pan, if you find any black flakes, chances are the bands are coming apart.
