There's a black box over on the passenger strut tower. It's the IRCM (Intergrated Relay Control Module) or CCRM (Constant Control Relay Module) Ford called the same device by both names. Anyway, that's where the fan relay, and the fuel pump relay along with I believe the ECU power relay is.

hey

i have a 93 2.3 i had same problem it was intermitent and i would replace the fuel pump every time.

then a mechanic buddy told me to check codes and fuel pump relay came back.

its located in the ccrm and i used to tap on this and my stang would start. i used this method every time i had problem. but the thing finally bit the dust when i moved to las vegas. i replaced it for bout 125 dollars. id recomend this. also the same symptom of not hearing the fuel pump whir when u turn ign to on. let us hear back on how it works out.
