Default 2.3 Fuel pump not priming, 1990 Mustang

Hello everyone! Just joined this site but have been a frequent reader for quite a while.

Here is my issue. The fuel pump in my 1990 2.3 will not prime when the key is turned to the run position but will when turned to the start position. Without pushing in the clutch, the tach jumps and then the I hear the fuel pump priming. The motor turns over and will occasionally catch for a brief second but that is about it. Nothing more. I have replaced the fuel pump relay, checked the fuel pressure, replaced the wires, plugs, coil, cap and rotor and still have had no luck. Any ideas?

Thanks!

Thanks for the advice. I can now add new ignition switch to the list. Still won't prime when the key is in the run position. Any other ideas before this pony is put out to pasture? Thanks!
