The only thing touching the two disconnected cables together will do is equalize any potential throught the entire electrical system. With that being done, there is no difference of potential (voltage) in the system. Typically you want to make this the last step before reconnecting the battery to allow any capacitors to drain down as much as possible.

As you can see by the date, that was before the S197 was released to the buying public. The PCM (SpanishOak) is different then the previous years. Like I said about the capacitors but that is only if you cross the capacitor terminals. So I don't see that doing that either.

That depends on what there purpose is and how they are wired into the system. Normally they will hold a charge for a while but will eventually discharge. Different sizes makes a difference also.
