I jusy got a set of 127200 comp cams,and a set of change motion plates do i need phase limter or lockouts for this cams?They say i don't need valve springs with this cam or should i get a set of new springs too. Thank you. I went to the races last weekend and did 13.5 in the 1/4 mile is this a good my car has 4:30 gears ,auto,c&l race cold air, m/t steet tires and bama chip 93 race tune.

No you don't need the lockouts. There won't be any piston-to-valve clearance issues with this cam.
