First of all, the water on the passenger floor could mean that the heater core is leaking. If you turn the HVAC system to off with the right side control, does the water stop leaking? If it stops, then you can at least temporarily put off changing out the heater core by leaving the system in the off position. But this makes your defroster inactive and the windows can fog up easily.

1st problem is you blower motor resistor. When they go out, they only allow full speed on the blower. 2nd problem, you say it's water leaking. Is it water or is it antifreeze. If it's antifreeze, 08GTCA is right with your heater core. If it's actually water, your evaporator drain could be plugged causing your heater box to fill up with condensation. Also there is a TSB for water leaks in our cars. My passenger side A-piller trim piece wasn't sealing correctly on my care and was giving me a water leak on my passenger floorboard, but only did it after a rain or snow melted off of my car. Look up that TSB and see if that might be your leak too.

I doubt its the core. It would leak regardless of the fan being on.
