Just wondering if ford dealerships are obligated to cover the costs of repairs listed in TSB's? even if the vehicle has no remainings warranty? My vehicle is a 2005 and its full powertrain warranty expires in june june of 2010.

I don't think so.
TSBs are more of a heads up for the dealers than anything else. They are basically saying that something could happen and if it does, this is what we recommend you do about it. They are not the same as warranty work and would not be covered after your warranty expired.

A friend of mine had the issue addressed in TSB 07-20-3 happen to him and he was SOL. Basically, any damages that occur as a result of a TSB are not going to be covered but if you are in warranty and there are preventative steps addressed in a TSB then you might be able to get a dealer to work on it to make you a happy customer.

Right. TSB's are just solutions to problems: they would not be covered even if you were under warranty. I find them a big help so I can tell the mechanic how to fix it, or just fix it myself. The only way Ford is going to cover the cost is if they recall something.

TSBs are covered only if you have warranty remaining.

By the way, just exactly what is covered by the extended powertrain warranty?
