Default rotating weight

i seem to remember (from my bicycle racing days, back in college), that there was some 'rule of thumb' that eliminating 1 lb or rotating weight was like eliminating 4 pounds of staic weight,. . . or something along that lines.

anyone know the equivalency relationship between rotating adn staic weight?
