Actually, isn't this their goal, "to keep people from modifying anything on their cars." They think that this may actually keep the working man's car, on the road, staying "decent" (at least with respect to the emissions).
But, then, the NC legislature is not necessarily the sharpest bunch of knives in the drawer

. I've gone through the emissions inspections in PA, CT, and NC. In all cases, they actually checked the emissions on a dyno. The OBDII inspection in NC is the
poor and lazy inspector's way to accomplish almost nothing.
I'm in NC, also, but fortunately
not in one of the counties that requires the OBDII scan (yet?). In my county, the cost is only $9.10, and is really a joke. Safety inspection? I'm pretty sure that you could get a ham sandwich

passed through the state "safety inspection" if you tried.
