You can also stop by an Autozone and borrow their code reader and see if it connects to the PCM. At least that will tell you it's not the SCT but the car.

That's an even better idea than taking it to Ford.
If you had the same problem with the second sct then my bets are on the car being the issue. I cant imagine not being able to tune these 197's...Good luck, I hope it works out.
For the pcm code did you just read it off the sticker on the pcm? Maybe that sticker is the wrong code. It must be on the car somewhere else right? It's funny that all brenspeed needed was the 4 digit code on the sticker, but whipple wanted the serial number of the computer.
The 4 digit code is all that's needed for the tuner. There's a reason Whipple and some other companies need the s/n, but I can't remember why at this time.

I finally got a chance to pull the pcm and check the numbers on it. The s/n below the bar code is V3NBTZ6JMXTG and there is a number above the barcode that reads 7R3A-12A650-AVB. The 4 digit tag on the top of the pcm is EVX1. Does this seem correct or is the 4 digit number wrong? Also I tapped into the speed sensor wire for my navi on one of the pcm wiring harnesses. I guess that wouldn't affect tuning would it? Thanks.
