Im stuck on weather i should go with 15" JEG Sport-Stars with skinnys on the front and MT on the rear for the 1/4mile, or go for the FRPP TB with other bolt ons.

IMO, definitely get the JEG's 15'' sport stars/M/T skinnies/M/T rears. That will mean less rotational weight, resulting in a better 1/4 mile time. You might be able to pull 12.1-12.0 or even high 11's with that wheel/tire setup.
