what is the differance between the regular shorty headers and the tuned length shorty headers?

Not exactly. The "black magic" involved in developing a good header is a lot more complex than simply making the tubes longer. Check this link out. It has some very good info that will probably help you out.

I think it's something along the lines of an equal length shorty header creates less back pressure so everything is just right in the exhaust and helps with better exhaust scavenging?
