2005 Mustang fuse issues

I am taking over payments of this car for a friend. Plus I needed a car so it all works out. The first thing that he pointed out to me was the the cigarette lighters don't work. My dad said that it would be the fuse. I found the fuse box but am unable to get it opened. How do you get it opened. Also, how will i know what fuse goes for the cigarette lighter? PLEASE HELP ME OUT!!

They are 20 amp fuses in the bussed electrical center under the hood. Fuse F1.61 and F1.64.
