As an American, I'm not too familiar with Canadian law, but I would be hard pressed to believe that it would be legal. As far as passing air care- most of the environmentally unfriendly gasses are filtered after they pass through the left and right substrates in your catalytic converter, but that is not to say the carbon dioxide that is left over is not harmful to the environment. Since a muffler can help to reduce the flow of these gasses, your country's laws may require you to have one, and thus, the Air Care Station. After all, I'm pretty sure the configuration you desire is intended for an off road vehicle, as are many of the items Pypes sells. I would do more research if I were you.
