You don't need a blow off valve to extend the life of a turbo charger, a bypass valve works just as, is street legal and quiet. The difference is that a blow off valve releases the pressure into the atmosphere (no filtering), a bypass recirculates the pressure.
I think if you have the right set-up, they sound good on any car. My personal favorite is the HKS super sequential blow off, installed it on one of my older cars and it sounded incredible.
My opinion, if there is a purpose for the part (true functional) and it isn't overly irritating to others, it's not rice.
