Yes you have to take the bumper off. There are two screws on top that you have to unscrew. Then turn the wheels in one direction, remove the wheel liner screws for the front, peel back the liner, and reach in to undo the two screws that hold the bumper to the fender. Repeat for the other side. Then pull the bumper straight forward and unclip the turn signal wires. Then the bumper should be fully removed. Just make sure before you put your new headlights on you seal them properly with silicone and aim them before you put your bumper back on.
