Default 2007 Mustang V6-Bumper Parts Help

Hey so ime gettin ready to put a gt bumper on my v6 and i needed to order some parts that my car was missing (i bought it wrecked and re built)
Theres three flanged screws on both sides of the car that grab onto the bumper. Well on one side, theres only one and on the other side theres only 2. so it doesnt grab the bumper 100%
I thought it would be the Mounting Bracket both Drivers Side and Passenger Side but it wasnt.. Becauase i ordered the parts and as you can see, it doesnt have any screws on it. Can anyone tell me how i can get ahold of these flanged nuts that i need?
And if anyone can tell me what exactly im holding and where it goes... The part number is 5R3Z-8B455-AB

i bet lowes or home depot would have everything you needed, supply wise with bolts and whatnot.
