Default 2005 mustang 4.0L OBD II port isn't working

I bought a SCT xCal 3 for my 2005 Mustang V6 and the unit is telling me to connect to my OBD port, it is connected. I have the FORD factory manual and checked all the associated fuses it tells me to and they are all good. Anybody have any ideas why my OBD port isn't working.

Does the unit even power up when you attach it?

No, I used to work at an Auto Parts store and I went up there to use their OBD scanner to see if I just got a bad tuner, and I had to use the power hook up to the cigarette lighter.
