While it is possible that the wiper switch could cause the problem you describe, it is much more likely to be the wiper motor. There is a Hi-Lo relay inside the motor housing that switches power to the motor itself. High speed is the only setting that has the relay tripped - low speed and all intermittent speeds have the relay in the rest position. It sounds like that relay may be stuck. Unfortunately, it is not separately serviceable so a motor replacement would be necessary if that is indeed the problem.
You can test the wiper switch using an ohmmeter or the continuity setting of a multimeter. The switch is a grounding signal switch with terminal 15 providing the chassis ground.
terminal 9 = purple/orange wire
terminal 11 = purple/white wire
terminal 12 = green/purple wire
terminal 15 = black/purple wire
terminal 16 = blue/orange wire
Off - no continuity between 15 and other terminals
Intermittent 1 - continuity between 15 and 12
Intermittent 2 - continuity between 15 and 11, 12
Intermittent 3 - continuity between 15 and 11
Intermittent 4 - continuity between 15 and 11, 16
Intermittent 5 - continuity between 15 and 16
Low - continuity between 15 and 12, 16
High - continuity between 15 and 9, 12, 16
