Intake and exhaust are the first 2 things you should go for. Get a Rousch or BBK cold air intake, that'll run you just under $200. Cut the exhaust piping off about 4 inches after your mufflers and put downward facing tips. The piping you'll pull off is a waste because it bends up and over the differential. You'll get a better sound and better exhaust flow. Spend the rest on 91 octane.
$450? Ebay motors is your friend. Depends on what you want first. You could blow the wad on X or h pipe and catback. Another option could be a tuner. You could go CAI but without any other mods there pointelss at best. A plenum and throttle body is an option.
So what do you want first? Sound? Power? A good header back kit will yield you around 15-20 to the ground. A tuner will give you some gains as well, and is a usefull tool as you add more to the car!

I'm looking right now at just at cat-back but if i can pull it off I might do a Pypes Hi-flo x-pipe. I'm starting a new job at the end of the month and I'm looking to put cams and a procharger in hopefully as well. Emissions here are really strict but the street enforcement isn't too bad unless you're in SoCal or the CHP pulls you over.

I have FLOWMASTER catback with the 40 series mufflers. I can't go anywhere without anyone asking me about it. "Dat thing got Headers"
I hear it almost everyday. I've never heard the car outside, since I only drive it, but everyone is always saying how sweet it sounds.I also have a BBK xpipe without cats that adds to the rumble, but that wouldn't fly in Cali. BBK does sell a catted x pipe but runs like $350. Flowmaster is a good choice (just my opinion) and price isn't that bad since they're not stainless steel. $329-349 for exhaust, then save the extra hundred toward some gears or CAI. But the gears would be cool, I can't wait to get mine.
