i have a friend who is hard core into diesel performance and he has a cummins with a garret hx35 turbo on it and right now it pushes 35 psi he is having it replace with a bigger one and he said he would give it to me and if i had it rebuilt i could run it on my car. so i am here asking you guys if it worth the trouble to take the turbo get some custom piping and waste gate it at 8psi and run it on my 2004 3.8 mustang any comments or suggestions will be much appreciated

This is quite a bit of work. You will minimally need the following;
bigger fuel pump
bigger injectors
custom ECU tune
SS oil lines for turbo
adjustable fuel regulator
EGT guage
boost guage
custom turbo piping
custom exhaust manifolds and downpipe to include wastegate and turbine-side mount
