Nope is not legal, but many guys run illegal setups. Check out AmericanMuscle.com for exhaust kits and get something that is a good quality setup.

get long tube headers into a shorty non -catted h-pipe to the 40's

No, it isn't legal, but it will add power. It will also be a lot louder. If you do headers get LT's, shorties aren't worth it. MIL eliminators aren't hard to find or you can make some. You can also use a tuner to turn off the rear O2 sensors.
