At 400, your block, crank, pistons, and rods should be strong enough, as should your transmission. Every car can benefit from some stiffening, but even that's not critical yet.
And yes, 400 is definitely achievable with that setup, and 10 to 12 pounds should get you there. At that boost level, I presume you'll intercool?
The issue you'll hit is that a post-PI car just doesn't have a low enough compression to support that boost level. While the pistons can take 400hp, you'll end up having to swap them out for a much deeper dish to handle that much boost without detonation, so keep that in mind. I'm not even sure if 18cc dish pistons will get you there. 23cc would get you in the 8.X:1 range. Manley makes a set. I'm assuming you also know that you'll need fuel system upgrades.
I found my PI heads on craigslist. They were $150 and low-ish (~30k) mileage. They were just take-offs. You can probably find an entire PI motor in a junkyard for $500-$1k.
