WITH A 99-04 GT WITH MINOR BOLT ON'S SUCH AS GEAR, EXHAUST, CAI, CHIP, TUNER etc! THE GUY DOWN THE ROAD SAYS HE CAN SMOKE 99-04 GT I HAVE A 99GT BUT HE ALWAYS HAS EXCUSES! JUST CURIOUS LET ME NO!
A full bolt-on 2v should be able to see high 12's low 13's with a good driver. The fastest stock Charger's/Challengers are running around a low-mid 13, too.
The only real way to know is to race the car. People think that because someone ran 10's in a magazine test, that they automatically can, too. I've already smacked around a few new challengers and the new camaro. Had I turned the nitrous on, I could have sawed their heads off.

Depends on the engine. The charger has 2.7L, 3.5L, 5.7L, and 6.1L. I think the challenger is the same.
