I have a 1998 Mustang GT and $30! What performance mod is the best bang for the buck? Trying to stay within the $100 range.
P.S. I already have nitrous.

I say for about 75 bucks you can get the steeda clutch cable, firewall adjuster, and quadrant.....I just ordered one for myself and a shorty antenna for 14$. I think it was a total of 100 bucks. Also you can get your self some new brake pads (that is of course you dont have anything like brembo's).......Also you can get new floor mats...Or even get some new headlights..(I just bought a set off amazon for 99$ and they look and fit great.).. There is a lot of things you can do with a hundred bucks..but for $30... I say give it a good cleaning!!!!!

And then afterward, reward yourself for doing such an awesome cleaning job with some Scotch or Irish Whiskey!
In all seriousness though, the floor mats are a good idea. I put a set of the black with red "GT" letters in mine a while back & it really made the interior less drab. They'll put you at around the $70 to $80 level though.

I got mine from AM but shop around with all the vendors on the site because they'll have them on sale from time to time.
