+1 on forging what you have and going with stroker kit. if money isnt a limit then look into the trickflow twisted wedge heads with a nice set of custom ground blower cams. if you are going with turbos or a centri blower i would get the p51 intake. if you are going positive displacement i say go with the kenne bell 2.6

Bilstien shocks + struts, Lowering springs (brand still TBD (any suggestions?)), MM CC plates, front + rear sway bars, subframes, and upper and lower control arms.
Time to make the pony ride some rails
yaaa the biggest advantage to dropping in the 5.4L (2valve that is) is the torque gains u get... theres like an extra 50-75 ft lbs of torque in a 5.4 STOCK compared to the 4.6 STOCK...*again BOTH 2V but still* 2005GT has put a 5.4 in his car and i am highly considering it cuz i want the torque... and well i have a nice PI 5.4L 2valve sittin in my storage container with only like 60,000 limo miles on it on a 2V motor, and a vortech v3 kit, u actually yield LESS horsepower than you would that of a PI 4.6L 2V, but of course if u went DOHC with ur 5.4, then welll thats a whole nother monster...

If I were you, I would do the 5.4, forged internals, 4 valve cobra heads, and a KB blower. That would easily make the power your looking for. Also, it would be a very unique project:

Forge and stroke your 4.6. I notice you already have a Zex nitrous kit. With stronger internals, you could easily get away with a 150-200 shot. You may not get 650, but 550 shouldn't be too hard. I'm looking for the cheapest route. It's always nice to reuse parts you already have if you can.
If you go past the 150 shot or so, you really should think about one of the aftermarket aluminum intakes. The OE plastic ones don't do well at all when nitrous puddling leads to nitrous explosions. At least the metal ones can be ported a little to minimize the puddling.
