ALWAYS HP! As a matter of fact, I PREFER my car to look like Grandma's Grocery Getter. Nothing as sweet as a "Sleeper". Get the kid in his Ricer next to you looking at you like like you only wish you could have a car like his (Ha Ha Ha Ha!) and then just leave him at the light with that priceless loser look on his face.
Now I'm not opposed to nice rims and some good rubber, but no "NOS, STEEDA" or any other advertising on the outside of the car.
When it's all looks you might as well call yourself a ricer.
If you are more interested in looks than horsepower, at least do SOME power mods to back yourself up. Put on the body kit, wing, lambo doors, flashy paint, big rims, etc -- that's all good, but make sure you at least do exhaust, intake, and gears to give yourself a little bit of cred.

Well my opinion on the whole thing is, you can look fast and look damn nice and get your doors filled with rice.. Or you can have horses to make that horse fast and powerfull.. Besides there is nothing more impressive than lifting your front wheels off the ground..:thumbsup Am I right!!!! Thats why I am putting my money into horses not a $1200.00 body kit .. Thanks for all the opinions..

I prefer a combination of both, just as I choose to spend money on making power and money on better brakes so I can slow it down. Not into the beater "sleeper" bit at this point in my life. You can have a nice looking, fast car. Nice thing about it: it's your car; do what you want and learn from the process - sometimes what you think you want changes when you get it.
