I found the TSB via this link by doing a search

Sounds like a fairly simple job, to DIY if your beyond your warranty period(which I am of course). My car has this issue and I was curious if any of you here correct this issue on your own. If you notice the individual Air980, stated he greased his own tie rods to resolve the issue. Curious to see if anyone can comment, or concure that statement per their own experience. I'm a very DIY guy myself and don't mind fixing this, just wanted more insight from those with experience.

in addition to the rack sleeves:
if your car was built after May 6th 2002, replace the 4 strg rack bushing wth the older style bushing, part # E5DZ-3F640-B
