Default 1998 Mustang GT blowing a fuse

ok. I have been working on this problem really since I bought the car and thought I had it fixed but the problem is back now. It is blowing the theft light fuse. The fuse is connected to the IAC, TPS, EGR solenoid, both distributors, all 8 injectors, and I believe that is it. Any way its the fuse that is connected to all this. What can cause this? Is there one of these components that can be shorted out to cause a direct short like this and could cause this problem? It kills the car I have to pop in a new fuse and can drive down the road with maybe no more problems or can happen again. Please help

I have replaced the IAC with a motorcraft one, and I replaced the EGR solenoid, but still no luck. I traced the wire down to everything it plugs into and the wire looks good every where and all connections look good. I am wondering what component could cause this issue. The fuse pops, I pull over change the fuse and am able drive off. This is a reason why I think it has to be a component not wiring. Any one know?
