You can get an '04 GT cheaper, especially if it is used. My old one, 10 months ago, cost me 16,700 with 4K miles on it. Take it to the track, learn to drive it. Once you can make the car run at least a 14.2 stock, then mod - gears, exhaust, maybe SCT or Predator tuner, and DOT drag radials. At the very least, you should be able to match the 13.6 that a good driver can run in an '05 GT, I would think that 13.5s or better would be very possible.
