Center Vent Rattle

Default Center Vent Rattle
I though that I saw a thread about the center vents on 99-04's rattleing so bad that Ford had a TSB on the problem. I cannot find that thread so does anybody know if there was a TSB and the number for it? Or better yet a good fix for it
