Yeah there's no way stock pistons and rods are going to handle 650 for very long.

Get a decent forged rotating assembly (8.5:1 CR, that's fine for pump gas) and use a single turbo charger.
To get rid of the heat either use a decent air to air intercooler or a solenoid controlled water/alcohol injection kit.

Will this car/motor combo actually see the track? A specific track? A specific class/sanctioning body? Or we advising on the road-racer approach for the street?

Just a nice quick street car then. Yeah a forged bottom end and a moderate dose of boost will give you the power you're wanting. A set of springs with matching shocks and struts with upper and lower control arms and urethane bushings should do very nicely for you then.
