will a 1999 4.6 2 valve intake fit a 1994 lincon 4 valve 4.6 looking to put engine in my 1999 or will it be a easy engine swap

No. The intake won't fit, and the engine swap is fairly easy, but time consuming.

just wondering now if an all alluminum 32 valve 4.6 out of the mark 5 is as tuff as my 1999 2 valve police engine is or as powerfull

Just as tough, and probably tougher (I think they have a forged crank), and way more powerful.
