Sand, bondo/straighten, sand some more, prep, prime. It can stay in primer for awhile. I would recommend that anyways so any tough rust reappears you can fix.

I would HIGHLY recommend not keeping the car in just primer. It doesn't protect the metal, it's porous and allows water to get to the surface, which causes rust which will actually cause more damage, time, effort, and money to get rid of it properly because you'll have to strip it all off when it's going to be properly painted. I know, I had the front of my car in primer and pretty soon rust started popping up from underneath. I didn't have money for paint but I couldn't just let it rot so...

I think I wound up using 4 cans of sealing primer, 6 cans of white lacquer, and then 4 cans of lacquer clear coat after letting the paint dry for about 2 weeks. I think total cost was around $80, and it's the entire front of my car from the fenders forward that I painted in my driveway. You do what you got to do to prevent cancer.

I'm not sure about just using primer. I see that as a big trend for some of the mid '70s Chevy pickups to just be running around in grey primer here. But as for using the black primer as a "paintjob" I wouldn't recommend it.
An actual flat black paintjob can look really good, or it could turn out really ugly.
I used to have a regular customer at a gas station I used to work at who had a flat black firebird that looked pretty decent...
