..I'm thinking of dropping a EFI 351W on my 91LX..can my stock ecu work with this engine? what are the major differences of 302 and 351 EFI? And, what are the rules on engine swap for Emission?
If emissions are a concern, then it'll fail automatically IF the inspector goes by the letter of the law. For an engine swap to be made and be legal, the car must have at least had that engine as a factory option. Since the 1991 never came with a 351, it won't be legal by the letter of the law no matter how clean it runs.
With that said, if you can either get an inspector who will look the other way or make sure the 351 is running clean and not say anything about it, then you might slide through. Many inspectors don't really look or even know what they're looking at other than the numbers the sniffer spits out.

well here in ct you can swap engines, from a car but it has to be the same year or newer, but no oe really cares if it passes emissions according to the sniffer

..ok so, pretty much everything from 302 will bolt right into 351W! bell housing, transmission and all!
..any suggestion what year and kinds of truck I can get the efi 351W...? Im looking at picking up from a junkyard just to start with.

yes, most everything will bolt up EXCEPT for lower intake manifold, distributor, harmonic balancer and some of the accessories.
