If you're serious about getting 400hp at the crank from a 5.0, the parts you've mentioned won't get you there. Here's a heads/cam/intake combo that will though:
TFS TW or AFR 165 heads
CompCams XE270HR-12 or AFM B-31 cam
Holley Systemax II or Edelbrock Performer RPM II intake
You'll need other supporting mods like CAI, 76 or 80mm MAF, 75mm TB, pulleys, long tubes, midpipe, exhaust, 24lb/hr injectors, 190 or 255lph fuel pump, chip tune.
Don't know if it'll be smog legal in CA though. If not, you might have to either settle for a 370hp (crank) 5.0 or build a 347 stroker to get 400 crank HP.
